| Publisher's data can be updated on any mutually agreed upon
schedule. All updates are provided by the publisher to TST and are
then automatically forwarded to the units from the TST Tech center in
California. This eliminates any question of customer compliance as
required by law. |

This system can reduce costs as follows:
- Location of units in key cellblock locations can reduce prisoner escort costs.
- Administrative
costs associated with book handling, distribution, payment processing
and replacement are replaced by a single TST payment.
- Copying of
data from books is replaced by printing of data from the screens. This
can generate income as most agencies charge for each printed page.
- Usually the application of funds budgeted for books will deliver the TST system.
- Prisoner information booklets and legal forms can generate revenue and eliminate inventory items.

| Can the TST unit eliminate agency concerns about availability of the law data to the inmate? |
| YES - The updating of the publisher's data to the units (as
mandated by the court) makes the information more readily available and
easier to research than by book. The requirement that the inmate
log-in to start use of the machine creates a record that can be useful
in dealing with possible frivolous inmate litigation based on lack of
access to law data issues. |
